Finland Explores Implementing Citizenship Test for Applicants

Key Points

  1. The Finnish Interior Ministry is considering introducing a citizenship test for applicants.
  2. The test may include language proficiency exams, already a requirement in other EU nations.
  3. A citizenship test could serve as proof of an applicant’s successful integration into Finnish society.

A working group commissioned by the Finnish Interior Ministry is evaluating the potential implementation of a citizenship test, aiming to tighten naturalization requirements.

According to a statement from the Interior Ministry, the test would assess candidates’ integration into Finnish society, including their ability to participate in the labor market.

“The cross-administrative working group has examined how a citizenship test could be introduced in Finland and assessed its connection to existing language proficiency requirements.” – Finnish Interior Ministry

Language Requirements Likely to Be Part of Citizenship Test

Currently, Finnish citizenship applicants must demonstrate proficiency in either Finnish or Swedish— a requirement similar to those in many other EU countries. The proposed reform suggests that a citizenship test could reinforce this standard.

“To qualify for Finnish citizenship, applicants would need to demonstrate successful integration, stable employment, and adherence to Finnish societal norms.” – Interior Ministry

Among Nordic countries, Denmark and Norway already require citizenship tests, while Sweden is also planning to introduce stricter rules for naturalization.

Additional Criteria for Citizenship Under Consideration

The working group is also exploring additional requirements, including:

  • Stricter financial self-sufficiency criteria.
  • More rigid regulations regarding an applicant’s integrity.
  • Clearer legal grounds for revoking Finnish citizenship.

Recently, Finland extended its residency requirement for citizenship applicants from five to eight years, emphasizing integration as a core criterion.

“This change highlights the importance of successful integration before granting citizenship. It also enhances the ability to address security concerns effectively.” – Interior Ministry

The Finnish government is expected to present a formal proposal on the citizenship test in the coming months.
