France Issued 2.5% More Residence Permits to Foreigners in 2023

In 2023, France issued a total of 326,954 residence permits, reflecting a 2.5% increase from the previous year. According to data from the French Interior Ministry, 33.1% of these permits (108,375) were for study purposes, marking a 6.1% rise in study permits issued to non-UK nationals.

Family Reunification Permits Decreased by 5.1%

France granted 91,078 family reunification permits in 2023, a 5.1% decline from 2022, when 95,939 such permits were issued. This decrease was observed across all categories, including French families, family members, and those with personal ties in France.

Humanitarian Permits Rose by 12%

Despite the overall decline in some categories, humanitarian permits saw a 12% increase, with 46,425 issued in 2023. This category of permits has continued to grow steadily, unaffected by the COVID-19 pandemic.

Record Number of Work Permits Issued

France issued a record 54,572 work permits in 2023, representing a 4.9% increase from the previous year. Notably, there was a 43.2% surge in permits granted to artists, while the number of non-salaried workers receiving permits grew by 20.6%. However, permits for seasonal workers dropped by 10.2%, with only 9,180 issued.

Significant Drop in Permits Issued to UK Citizens

The number of Brits receiving long-term permits from France fell by 17.1% in 2023, with only 9,061 permits granted, down from 11,166 in 2022 and nearly 100,000 in the previous year.

Other nationalities receiving the most residence permits in France in 2023 included Moroccans (36,648), Algerians (31,943), Tunisians (22,639), Chinese (14,602), Americans (12,153), Ivorians (11,696), Afghanis (10,499), Senegalese (10,423), Indians (9,819), and Turks (8,917). In total, France granted 326,954 first residence permits in 2023, up from 318,000 in 2022 and 287,000 in 2021.
