Luxembourg Raises EU Blue Card Salary Threshold by More Than 7%

Luxembourg Increases EU Blue Card Salary Requirement

Luxembourg has updated its salary threshold for third-country nationals applying for the EU Blue Card.

According to Fragomen, as of March 18, 2025, the minimum salary requirement for obtaining an EU Blue Card in Luxembourg has risen from €58,968 to €63,408.

This adjustment represents a 7.53% increase, meaning that applicants must now earn €4,440 more annually to qualify.

All EU Blue Card applications submitted from March 18, 2025, onward must comply with this updated salary threshold. However, applications filed before this date will still be processed under the previous requirement.

Luxembourg’s EU Blue Card Issuance in 2024

Luxembourg continues to be a popular destination for highly skilled workers, issuing 825 EU Blue Cards in 2024.

Statistics from the Ministry of Interior show that:

  • 302 EU Blue Cards were issued in the first half of 2024.
  • 523 EU Blue Cards were issued in the second half of 2024.
  • October recorded the highest number of issuances (118).
  • September had the lowest number of approvals (70).

Additional Criteria for Obtaining Luxembourg’s EU Blue Card

Besides meeting the salary requirement, applicants must fulfill other conditions:

  • Hold a valid passport and check visa requirements for entering the Schengen Area.
  • Have an employment contract of at least six months for a highly qualified role.
  • Provide proof of higher professional qualifications relevant to the job.

Other EU Countries Also Increasing Salary Thresholds

Luxembourg is not the only EU country raising its EU Blue Card salary requirements. Austria, Germany, and Hungary have also introduced similar changes.

Despite ongoing labor shortages, these countries aim to regulate migration more effectively and attract highly skilled professionals who meet their updated criteria.
