Established by the decision of the Migration Team, the Working Group comprises experts with relevant knowledge and decision-making capabilities, representing various ministries including those responsible for internal and foreign affairs, family, labor and social policy, education, science, higher education, economy, and justice. Additionally, it includes representatives from the Chief of the Office for Foreigners Affairs, the Commander-in-Chief of the Border Guard, the Head of the Internal Security Agency (ABW), and the Chief Labour Inspector.
The main objective of Poland's Working Group is to develop a White Book to streamline the visa issuance system through legislative changes in the Polish legal framework. Its mandate also involves devising mechanisms to tighten the issuance of student and work visas, as well as residence and work permits for international individuals.
Poland has faced several instances of visa-related fraud. Recently, the Border Guard Post in Bydgoszcz dismantled a criminal organization facilitating the entry of over 10,000 individuals into the country. Additionally, concerns regarding uncontrolled visa issuance led to the suspension of the Business Harbor Programme aimed at attracting international IT specialists. Criticisms were also directed at Polish consulates for allegedly granting temporary visas in exchange for bribes. As a response, the government implemented stricter regulations for work visas, resulting in a notable decline in their issuance.
