Starting in 2023, temporary residence permits will be accessible prior to arrival in Lithuania
Beginning on January 2, 2023, individuals from other countries seeking a temporary residence permit in Lithuania can submit their applications at 34 "VFS Global" offices located in various foreign countries. VFS Global, chosen through a public procurement process, will furnish applicants with details on the temporary residence permit issuance process, receive applications along with necessary documents, gather personal and biometric data, and transmit them to the Migration Department.
Decisions regarding the issuance of a temporary residence permit will be exclusively made by specialists from the Migration Department in all instances. The assessment of applications and decision-making is expected to take between 1 and 3 months. The cost for processing, reviewing, deciding, and issuing a temporary residence permit is set at €120 per application, payable when submitting the application at the "VFS Global" office. Starting in 2023, individuals admitted to study in a Lithuanian research and study institution as part of a study or doctoral program will benefit from a 50% reduced fee for obtaining a temporary residence permit. Foreigners who have completed their studies or research and experimental development work in Lithuania will be exempt from fees for issuing or altering temporary residence permits.
Once the decision to grant a temporary residence permit in Lithuania is reached, a prompt residence card will be dispatched internationally. The individual can then arrive in Lithuania with a valid residence permit, eliminating the need for a visa. For those already possessing a visa enabling entry to Lithuania or utilizing a visa-free arrangement, the temporary residence permit card can be obtained within Lithuania.
Up until January 2, applications for temporary residence permits can only be submitted after legally arriving in Lithuania and scheduling an appointment at the Migration Department's Customer Service Unit. Amendments to the Law on the Legal Status of Foreigners ("Dėl užsieniečių teisinės padėties") take effect on January 2, 2023, reducing the processing time for temporary residence permit applications by one month.
All foreign nationals are eligible to apply at VFS Global offices, irrespective of their residency status in the country where the service is offered. The process for national visa applications remains unchanged as of January 1, as they will continue to be submitted to the external service provider designated by the Ministry of Foreign Affairs. This procedure will remain in effect until July 1, 2023.
