The French government has released an updated list of occupations experiencing labour shortages, marking the first update since 2021. The revision aims to facilitate access to residence permits for foreign workers in these sectors.
According to official data, the most significant shortages are found in hospitality, construction, and home care.
Pathway to Legal Status for Undocumented Workers
The new measures provide undocumented workers in these fields with an opportunity to obtain a one-year residence permit, which includes an automatic work permit.
To qualify, applicants must:
- Have lived in France for at least three years.
- Provide proof of at least 12 months of work in a listed occupation within the last 24 months.
- Submit supporting documents such as pay slips, bank statements, or work certificates.
These changes aim to secure the legal status of thousands of workers already contributing to the French economy.
Labour Shortages Threaten Business Survival
The hospitality industry is among the biggest beneficiaries of this policy. Frank Delvau, president of the Union of Trades and Industries of the Hotel Industry (UMIH), noted that between 30% and 50% of workers in the Paris-Île-de-France region are foreigners. He also warned that staff shortages have forced the closure of around 8,000 restaurants in the past 18 months, particularly in positions requiring evening and weekend shifts.
Restrictions on Undocumented Migrants Marrying in France
While the government has introduced measures to improve conditions for undocumented workers, it has simultaneously moved to tighten other immigration regulations. The French Senate recently approved a bill that would prohibit undocumented migrants from marrying in France, citing concerns over fraudulent marriages, with an estimated 247,000 such cases occurring annually.
