The Opportunity Card, or Chancenkarte, has generated interest among foreign nationals, allowing them to obtain a visa to seek employment in Germany without a prior job offer. This visa permits holders to explore job opportunities for up to one year.
Since its introduction in June, nearly 2,500 visas have been issued, as reported by the Federal Ministry of the Interior. So far, Indian nationals have been the top recipients, receiving a total of 780 visas, followed by applicants from China, Turkey, and Pakistan.
German Minister Highlights Over-Regulation Impact on Opportunity Card Uptake
Despite the increased interest in the Opportunity Card, Misbah Khan of the Green Party points out that demand would be even higher if the visa process were less cumbersome. She criticizes over-regulation as a hindrance to a successful migration policy.
Germany's labor market requires an estimated 400,000 new workers annually to sustain the economy, with shortages particularly noted in healthcare and technology. A recent feasibility study has proposed streamlining the immigration process to attract more skilled workers, potentially reducing processing times by up to 40%. However, this change would also lessen the influence of immigration authorities over decisions.
Skepticism About the Chancenkarte’s Future
Researchers at the German Institute for Job Markets and Career Research (IAB) doubt the Opportunity Card's potential success. IAB expert Herbert Bruecker noted that the visa's extensive requirements—like language proficiency, recognized qualifications, and financial stability—make it difficult to obtain, which might deter potential applicants.
Applicants must meet specific conditions to qualify for the Opportunity Card, including demonstrating language skills, holding recognized qualifications, and proving financial self-sufficiency during their stay in Germany. Additionally, cardholders are permitted to work part-time, up to 20 hours per week.
