Lithuania Stops Accepting Residence Permit Applications Through External Service Providers in Nepal
Key Points
1. Change in Residence Permit Application Process: Starting September 2, 2024, Lithuania will no longer accept temporary residence permit applications through its external service provider in Nepal.
2. Reduction of Outsourced Units: The Lithuanian Ministry of the Interior has reduced the number of outsourced units from 34 to 31 this year, ceasing operations in Lebanon, Jordan, and Sri Lanka due to security concerns.
3. Availability of Services in Other Countries: Despite these closures, Lithuania continues to accept residence permit applications via external providers in countries such as Albania, Argentina, the United States, and others.
Effective September 2, 2024: Lithuania has stopped accepting temporary residence permit applications through its external service provider in Nepal. This decision was made based on the selection criteria set by the Minister of the Interior and concerns regarding potential threats to state security.
Statement from the Lithuanian Ministry of Internal Affairs
"When selecting foreign countries for visa and permit applications, the Migration Department must consider state security interests, foreign policy priorities, labor market needs, and institutional capacities. Consultations with the State Security Department, State Border Guard Service, and the police are mandatory."
Visa Center Closures Due to Security Issues: This year, Lithuania has closed visa application centers in Lebanon, Jordan, and Sri Lanka. Since March 1, these countries have not been processing residence permit and visa applications through external providers due to national security reasons. This is part of a broader policy review aimed at ensuring the safety and efficiency of visa services.
Additionally, from March 1, 2024, Lithuania has implemented new rules for external service providers in India, restricting assistance to specific groups, including family members of Lithuanian residents, highly skilled workers, company transferees, educators, students, and researchers.

Updates on External Visa Service Regulations: Lithuania has introduced new regulations for selecting countries where residence permit applications can be processed through external providers. The key factors to be considered under the updated procedure include:
- State Security: Assessment of potential security risks associated with each country.
- Foreign Policy and Labor Market Needs: Evaluation of how each country aligns with Lithuania's foreign policy and labor market requirements.
- Institutional Capacity: Review of the capabilities of external service providers in each country.
Before making any decisions, the Department of Migration must also consult with the Department of Homeland Security, the State Border Guard Service, and the police.
