The newly elected Portuguese government has enacted tighter migration rules for non-EU citizens through its recently approved Action Plan for Migration. Known for having one of the most liberal immigration policies within the European Union, Portugal is set to implement stricter measures under the leadership of Prime Minister Luis Montenegro. 

As part of these changes, non-EU migrants will no longer be able to relocate to Portugal without first securing an employment contract. This policy shift aims to prevent the abuse of the migration system by ensuring that incoming migrants have job security before entering the country.

Montenegro emphasized that while Portugal remains committed to welcoming immigrants for demographic, social, and economic benefits, migration must now be regulated and accompanied by comprehensive integration efforts. The new plan focuses on four main areas: regulated immigration, attracting foreign talent, facilitating human integration, and institutional reorganization.

Additionally, the government plans to review entry rules and enhance controls to combat irregular migration and human trafficking. Despite these new regulations, Portugal continues to deal with a significant backlog of regularization applications, with around 400,000 pending cases. In 2023 alone, approximately 180,000 migrants were regularized.
