Switzerland's Federal Council confirmed that the 2025 quotas aim to address labor market needs while limiting immigration. The unchanged cap allows Swiss companies to recruit skilled foreign workers to prevent economic shortages.
UK-Specific Quotas
Since the UK’s departure from the EU, its citizens are classified as third-country nationals. As a transitional solution, separate quotas of 3,500 workers from the UK will be upheld in 2025, with 2,100 allocated B permits and 1,400 L permits. The Federal Council intends to integrate this quota into the general system over time.
Underutilization of Quotas in Recent Years
In both 2023 and 2024, Switzerland did not fully utilize its foreign worker quotas. Only 78% of the 2023 quota was used, and in 2024, usage stood at around 63% by late November. This shortfall is attributed to strict entry conditions and the prioritization of domestic and EU/EFTA workers in the hiring process.
